Mainly, uncommon events like this are severe weather and infrastructure damage.
These kinds of events require more sophisticated equipment and skillsets to remedy than your average minor inconveniences.

As we know from 9/11, infrastructure damage in the urban environment has lasting consequences all kinds of side effects.
The dilemma for preparedness here is that although the equipment that would aid these kinds of situations is not cheap and rarely, if ever, gets used, it nevertheless proves crucial for surviving when it is needed.
Therefore, preppers should not overextend themselves to acquire these things first.
Prioritizing by budget and usefulness puts first aid and medical before self-defense items.
